I would have one partner create a separate page/contact form specifically for the advertiser – so only people who see that contact form are people who were referred to by the advertiser. The advertiser would use that page as their outbound link. I know you can track outbound clicks in Google Analytics events and Contact Form conversions (usually through most contact form plugins) but that is the best way I think. Never done it, but this is how I see most affiliate programs like that work.
It’s not a good idea. Endorsements must reflect the honest opinions or experiences of the endorser, and your plan could cause people to make up positive reviews even if they’ve never done business with you. However, it’s okay to invite people to post reviews of your business after they’ve actually used your products or services. If you’re offering them something of value in return for these reviews, tell them in advance that they should disclose what they received from you. You should also inform potential reviewers that the discount will be conditioned upon their making the disclosure. That way, other consumers can decide how much stock to put in those reviews.

I've heard stories of different marketers who have had their Amazon Associates accounts banned because of violating terms of service. While I've done my best to ensure this guide is up to date and all of my tips are in compliance with their latest requirements for the Amazon affiliate program, here are a couple of excellent articles to check out that help clear up some of the mistakes people make (sometimes unknowingly) that result in a banned account:
(b) Consent. Most affiliate partnerships assign an account manager. Your account manager might tell you when there are specials or new products to promote. But it is crucial that you speak to them regularly and get on their best side, because they can increase your commission if you are sending great traffic. They could also give you an exclusivity deal and bump up your pay more.
You will register for and be assigned a unique URL associated with an Associate ID for your participation in the Local Associates Program. You will not use any alternative URL or Associate IDs in connection with the Local Associates Program or use the assigned URL or Associate ID for any other purpose. For purposes of this Local Associates Policy, your unique URL will be considered a Special Link as defined in the Associates Program Operating Agreement.
The Program Operator does not tolerate the sending of unsolicited bulk emails (UCE or SPAM) which promote, or make reference to the Program Operator, or any of their associated companies or websites, Partners, or employees, the websites, products or services. The provisions of the Terms and Conditions pertaining to UCE or SPAM shall apply to each affiliate. Any affiliate who, in the opinion of the Program Operator, breaches this rule will have their affiliate status canceled and any outstanding commissions will be forfeited.
